The short version
For most bearded dragon enclosures the 12 percent Desert lamp is enough, and the 14 percent Dragon lamp earns its place in taller enclosures or where the tube has to sit above a mesh top. The percentage on the box is not the exposure your animal gets. Distance from lamp to basking surface, whether the light passes through mesh, and the reflector all matter more. Both lamps can produce a correct basking UV index of roughly 3.0 to 4.0 and both can produce far too much if mounted too close, so pick the lamp to suit your mounting height rather than assuming the bigger number is better.

Metabolic bone disease is the most common preventable illness in captive bearded dragons, and it comes down to inadequate UVB. A linear T5 tube across the basking side does what a coil bulb cannot, and the tube needs replacing roughly annually even when it still lights up.

Does mesh really block that much UVB?
Yes, and it surprises most keepers. A standard aluminium screen top absorbs a meaningful proportion of the UVB passing through it, with published figures commonly in the region of a third and higher for finer or dirtier mesh. Dust and condensation make it worse. That is why mounting the fixture inside the enclosure, or over an open section, is the better arrangement wherever the design allows it safely.
Can a bearded dragon get too much UVB?
It can. Overexposure causes eye and skin inflammation, and reptiles have been documented with photo kerato conjunctivitis from unsuitable or badly positioned lamps. The safeguard is a gradient: a correct basking zone, and shaded areas the animal can retreat to. An enclosure lit evenly at high UV from end to end gives the animal no way to regulate its own dose.
Do I still need calcium supplements with a good UVB lamp?
Yes. Correct UVB lets the animal make vitamin D3, but the calcium itself still has to come from the diet, and feeder insects are poor in calcium relative to phosphorus. Most keepers dust insects with a plain calcium powder at most feeds and use a multivitamin on a set schedule. Ask a reptile vet for a schedule suited to your animal's age rather than following whatever the tub suggests.
